Wilson Witzel was Rio de Janeiro's governor. He was removed from office for being acused of a series of crimes and corrupt squemes, and ended up being impeached. He is also a supporter and participant of the protestant church and their mafia. The target is a reference to one of the governor's famous quotes "the police will do the right thing. Aim at their lil heads and... fire!". It was a declaration of war against our citizens.
